The Meadowhall Mobility Hub and Car Park Expansion scheme is included in the SYMCA City Region Sustainable Transport Settlement (CRSTS) programme of schemes.

This appointment will facilitate the progression of the project through the project stages until Stage 6 of the ACE schedule of services (handover and closeout).

The scope for the consultant appointment includes various aspects of technical support, including:

• Design;
• Planning;
• Transport Modelling;
• Business Case Support;
• Stakeholder liaison;
• The role of Principal Designer;
• Quantity Surveying;
• Project Administration;
• NEC Project Manager Services

Responses were received from 4 bidders. These bids were scored on the basis of 60% price and 40% quality and Arup came out as overall winner for the tender. As such, approval is requested to appoint Arup at a total fee of £242,328 through the YORconsult2 framework.

Option 1 is recommended as this will allow the CRSTS Meadowhall Mobility Hub project to be progressed through the relevant stages. Note, the appointment of a contractor to build the scheme would be a separate appointment.
