Decision details

Swarco was appointed as infrastructure providers of the Rotherham Transport Interchange (RTI) and Sheffield Transport Interchange ZEBRA projects, as part of a NEC4 contract through the TPPL framework. The original appointment was for a total fee of £1,301,940.49.

A new substation is needed at RTI in order to power the two new pantograph chargers. Following the Swarco appointment, it became apparent that the optimal location for the new substation (in the service yard close to the existing substation) wouldn’t be possible, as this would require landlord approval, something which became clear would be very difficult to obtain. As such, an alternative site for the new substation has been located.

A change control relating to additional infrastructure works at RTI, is outside the scope of the original Swarco commission. The total of this change control is £314,131.

Approval is given to increase the value of Swarco’s existing contract by £336,291

2. Do not approve the change control
Option 1 is recommended as this will allow the progression of the RTI substation and pantograph charger works. Without this, the pantograph chargers will not work.
