22/11/2023 - Approval to appoint suppliers for ongoing revenue costs TSY tram retailing app ref: 412    Recommendations Approved

South Yorkshire Mayoral Combined Authority (SYMCA) will need to sell tram tickets when it takes back the operation of the tram system in March 2024. The key digital retail channel will be a Travel South Yorkshire mobile phone app.

The tram ticketing app will require a third-party Payment Service Provider to take secure payments for the sale of tram tickets.

The tram app will retail tickets in secure barcode format and load tickets to smartcards using ITSO standards. Both standards attract ongoing revenue per transaction charges and will require a third-party provider to offer these services.

To appoint Global Payments as the PSP supplier due to the most economically advantageous price. Approve a contract term of 3 + 1 years with a maximum value of £600,000.

Appoint Yorcard to provide ITSO & Barcode ticketing standards as they are a not-for-profit company owned by SYMCA and West Yorkshire Combined Authority and are developing the TSY retailing app. Approve a minimum contract term of 3 + 1 years with a maximum contract value of £275,000.

21/11/2023 - Progression of A61 Penistone Road Active Travel Corridor and release of development funding of £0.39m ref: 411    Recommendations Approved

In March 2023 the MCA board approved the revised Assurance Framework. The revised Assurance Framework provides for a one-stop governance process. This change was designed to improve the pace at which schemes can be developed and delivered. Strategic Business Cases are undertaken within authorities with Outline Business Cases undertaken at MCA Board level.
The Framework allows for schemes that are accepted into the programme to access development funding. Development funding is a key component in supporting the development of quality schemes at pace and is distributed on conclusion of the Strategic Business Case. Accordingly, there was an unintended discrepancy where the intention for a one-stop process was undercut by the need to seek separate approvals for development funding release and OBC approvals.
Therefore, in July 2023 the MCA board granted approval to delegate authority to the Head of Paid Service in consultation with Portfolio Leaders and the Section 73 and Monitoring Officer to approve the release of development cost funding in line with the Assurance Framework to enable schemes to progress as efficiently as possible.

14/11/2023 - Award of Evening & Sunday Bus Service Contracts (part 3) plus post Tender Changes/Awards ref: 408    Recommendations Approved

Changes to the network, including school bus services, has resulted in issues arising that have significant impact on passengers and reputational risk to SYMCA if no action is taken. Emergency solutions are in place to resolve these, and this paper seeks approval for longer term commitments and award of contracts to fund these solutions at a total cost of £829,479.13.

14/11/2023 - Procurement of Citymapper ref: 407    For Determination

To directly procure the services of Citymapper at a cost of £50,000 over two years. The Mayor wants to improve the information available to customers ‘at stop’ therefore the Citymapper app provides a way of enhancing this customer offer. The global profile of Citymapper and the ability to customise the user interface should provide a user-friendly experience that will improve the current information provision to passengers.

Access to the search data will also be offered to SYMCA. This data will provide insight to the types of journeys that people are searching for within South Yorkshire and provide insight as to where the greatest journey demand exists.

09/11/2023 - Approval for 2023/24 shelter replacement capital program ref: 406    Recommendations Approved

Capital money of £200k has been made available from LNCT funding to replace 21 dilapidated or dangerous shelters spread throughout South Yorkshire.

The shelters to be replaced have been spread across all 4 districts, with Sheffield having more due to the higher number of shelters within it.

The work will be undertaken by the SYMCA approved on street supply and maintenance contractors in line with the respective contracts.
