Purpose:

The project has now reached the Project Delivery phase and investment authority is now required to appoint Network Rail to undertake construction of the new station. The appointment will be formalised with the signing of an Implementation Agreement with Network Rail setting out the terms and conditions of the appointment at a budget ceiling of £6,859,649.

Subject to approval of this report and a timely transition to the construction stage, with all necessary contracts signed and in place, it is planned to make a start on site Spring 2024 with forecast completion and entry into service Autumn/Winter 2024.

Appointment of Network Rail for Delivery Phase of Magna Tram Train stop approved.

Alternative options considered:

Option 1
Approve SYMCA entering into an Implementation Agreement with Network Rail for the Project Delivery phase which will permit the construction and completion of the new Tram Train station at Magna.

Option 2
Do not approve. Will lead to further delays and potential additional costs.
