Total indicative spend over the 5 years of the contract will be
£68,573.
A tendering process took place, which resulted in 13 contractors
submitting bids. The tender was evaluated against quality questions
(accounted for 60% of final evaluation mark) and price (accounted
for 40% of final evaluation mark). The successful tenderer was HSL
compliance ltd, with a final evaluation mark of 83.43%.

In March 2023 the MCA board approved the
revised Assurance Framework. The revised Assurance Framework
provides for a one-stop governance process. This change was
designed to improve the pace at which schemes can be developed and
delivered. Strategic Business Cases are undertaken within
authorities with Outline Business Cases undertaken at MCA Board
level. The Framework allows for schemes that are accepted into the
programme to access development funding. Development funding is a
key component in supporting the development of quality schemes at
pace and is distributed on conclusion of the Strategic Business
Case. Accordingly, there was an unintended discrepancy where the
intention for a one-stop process was undercut by the need to seek
separate approvals for development funding release and OBC
approvals.
Therefore, in July 2023 the MCA board granted approval to delegate
authority to the Head of Paid Service in consultation with
Portfolio Leaders and the Section 73 and Monitoring Officer to
approve the release of development cost funding in line with the
Assurance Framework to enable schemes to progress as efficiently as
possible.

At Sheffield, Meadowhall, Rotherham, Barnsley
and Arundel Gate interchanges SYMCA staff communicate between
handheld radios and a desk-based mobile radio located at a control
desk. Communications between interchange sites via these systems
are currently not possible. The existing system has significant
shortcomings and is approaching the end of its effective service
life.
To improve radio communications at and between Interchanges, quotes
have been sought for a PMR system upgrade.
Radiocoms Systems Limited have been appointed to undertake a PMR
system upgrade. Following their appointment, the need for various
additional works became apparent, including installation of new
aerials and other equipment and renewal of licences.
